Why is Kampala City Council blind?

EDITOR—Several people have written about the appalling state of Kamuli-Lubawo road which KCC has totally ignored. KCC officials (Nakawa division) must have a very good reason for looking the other way. Wakiso tarmacked the road from Kireka to the KCC-Wakiso boundary.
The road works could not go beyond that point because of the intervention of selfish and interested parties whose walls were built in the road reserve! What I would like to know is why KCC cannot use its authority to pull down these walls.
Kamuli-Lubawo road is becoming increasingly busy and the untarmacked part has now become almost impassable! If KCC cannot tarmac the remaining portion, at least they should have the presence of mind to grade it. Is KCC blind? I now understand why Ian Kyeyune was manhandled!
