Minister cautions civil servants on work ethics

THE state minister for public service, Prisca Sezi Mbaguta, has cautioned civil servants to stop conducting personal errands during office hours.

Mbaguta warned them against holding wedding meetings and gossiping instead of serving the people. The minister wondered why people are told to ‘come tomorrow’, while others are referred to Kampala from upcountry yet civil servants are paid to serve and give timely answers.

She made the remarks on Friday while addressing Bushenyi technical staff and political leaders at a workshop at the district council hall.

It was about data collection to develop a policy on the transformation of the Uganda public service in local government.

The programme is in response to the concern raised by President Yoweri Museveni over the poor service delivery by the public servants. Mbaguta cautioned the officers against drawing allowances, without providing quality service.

She said the officers should be pressurised to deliver efficiently. Mbaguta challenged the civil servants to change their attitude towards work if the country is to become a first-class society.

“You have knowledge and skills but lack commitment, and need supervision and pressure,” she noted. Commenting on salary, Mbaguta said in some cases the Government, had increased though service delivery has remained poor.

She cautioned civil servants against sabotaging government programmes. The deputy head of Public Service, Hilda Musubira, said the President was concerned about the rampant corruption, absenteeism, poor time management and the lack of work ethics among public servants.
