HOIMA district security officials have directed local leaders to register and issue identity cards to all residents in their area to curb insecurity.

The resident district commissioner (RDC), Martha Asiimwe, told The New Vision on Saturday that they asked local leaders to hand over to the Police new comers without valid travel documents.

The move comes after the assistant inspector general of Police, Asan Kasingye, asked the district security committees to register residents following threats by the Somali Al-shabab insurgents.

Asiimwe said since the abolition of graduated tax, it was increasingly becoming hard to identify foreigners from Ugandans.

“We have told local leaders at village levels to register and give identity cards to people and report foreigners to the Police,” she said.

 Asiimwe urged local leaders to prevail on the owners of lodges to register all their clients every night since some criminals hide in lodges and terrorise residents at night.

“There are criminals who come from other areas and stay in lodges for days as they terrorise the people. We want these lodges to help us in case of anything,” she added.

The district internal security officer, Yahaya Kakooza, said the initiative would help to clump down on suspected iron-bar hitmen who are killing people at night in various suburbs of Hoima town.

He, however, said some lodge owners refused to state the number of their clients, thinking that it would be one way of declaring their wealth to the Government. This, they say, could lead to increased taxes imposed on their businesses.

He added that they would arrest all clients who are not registered and declared to security by the lodge owners.
