A 65-year-old man is being held at Tororo Central Police Station over the defilement of a 15-year-old girl.

Richard Alo Owere, a former district education officer of Kumi, was arrested on Friday in Mufumi village in Kirewa sub-county after he allegedly defiled his neighbour’s daughter.

The acting officer in charge of the criminal investigation department, George Mawerere, said investigations have been completed.

“He will appear before court on Monday (today) to answer charges of defilement,” Mawerere said.

The medical examination report attached on the file confirmed that the girl had been defiled.

“Samples of semen were found in the genitals of the victim,” the medical report read.

The victim’s mother, a casual labourer, told the Police that on the fateful afternoon, Owere went to her home saying he wanted to show her a portion of his garden that he wanted her to clear for him.

She added that since it was drizzling, she told Owere that she would dig the following day.

However, Owere reportedly told the woman that he would be travelling the following day.

Owere reportedly suggested to the woman that she goes with her daughter and he shows her the part that he wanted cleared.

The victim told the Police that shortly after reaching Owere’s backyard, it started raining heavily.

The girl said Owere suggested that they take shelter in an incomplete house.

She added that as soon as they entered the house, Owere grabbed her arm and led her to a room where he wrestled her to the ground.

Owere reportedly stripped off the girl’s knickers, which he used to gag her when she attempted to scream, before defiling her.

The girl told the Police that after the incident, Owere held her by the shoulders and pleaded with her not to tell anybody about it. He promised to give her some money.
