EDITOR—On January 21, you published Mr John Tumwine’s letter entitled “Is customs part of Entebbe Airport?”. The Uganda Revenue Authority (URA) wishes to respond as follows:
We are in the process of improving our office working environment and the Entebbe Cargo Section is high on the agenda.

All staff at the airport are required to wear uniform complete with name tags while on duty. If at any one point this is not displayed before you, please contact the Station Supervisor who is always available or call toll-free help desk on 080017000.

Customs Business Centre has six form-seater chairs for our clients. however, due to lack of space we have not provided this facility at the warehouses. We shall continue to engage the responsible office for a workable solution to minimise clients’ discomfort. We have adopted a policy of ‘no work spilling over to the next day’ and this makes our average clearance time 12 hours if an entry has no query.

In the meantime, we continue to re-engineer our systems and processes to refocus them to our clients’ needs to expeditiously clear through Customs. The use of a clearing agent is provided for in the East African Community Customs Management Act and is therefore a requirement for manifested unaccompanied goods, commercial and personal effects.

Unless specifically exempted by law, all goods pay taxes and this includes personal effects (accompanied baggage) whose value is above $300. It is the duty of URA to ensure that the necessary taxes are collected in line with its mandate and its clients are not unnecessarily inconvenienced.
