LUWEERO district authorities are investigating the circumstances under which the education department gave capitation grants and put the teachers in two private primary schools on the Government payroll.

LUWEERO district authorities are investigating the circumstances under which the education department gave capitation grants and put the teachers in two private primary schools on the Government payroll.

The schools are Wobulenzi Parents in Wobulenzi town and Kasana Junior in Luweero town.

According to a recent head count done by the district administration, Wobulenzi Parents has 20 of their teachers paid by the Government. They include the school’s director and proprietor, Canon Edward Nsamba and wife Faith.

According to the payroll, Nsamba is listed as an assistant head teacher Grade 2, drawing sh540,000 as monthly salary. His wife, who is listed as an education assistant Grade 2, is paid sh200,000.

According to the findings of the head count which was conducted two weeks ago, Kasana Junior coded as 200255, has 10 of its 27 teachers being paid by the Government.

Both schools also get capitation grants, which is the money normally given only to Universal Primary Education (UPE) schools.

The head count was instituted by the Chief Administrative Officer (CAO), Nelson Kirenda, to clean the teachers’ payroll to allow UPE teachers who were not on what the public service ministry describes as a ‘dirty’ payroll. Kirenda said over 150 teachers are working without pay because of the payroll anomaly.

When The New Vision contacted the District Education Officer, Edward Kisekka, he declined to comment.
“I have no news for you, go to the Ministry,” he said.

But the District Inspector of Schools, Frederick Kiyingi, said it was ‘normal ‘for the schools to get Government assistance, adding that they were in a special category “Those two schools have what other private schools do not have.”

But he did not elaborate.
