How can a public toilet be locked?

Early this week, i was at the face technology offices, an office charged with the responsibility of issuing all drivers with new driving permits. In the company of all the Ugandans who were there to get their services was an elderly Ugandan man. This man inquired from an askari where the toilets were.

To the amazement of all of us, the askari replied that there were no toilets for the public since the manager at face technology had instructed that the toilet be locked because the public misused it! This is shocking. In no society can a toilet ever be misused. It only needs to be cleaned from time to time. The fact that a manager can decide that locking up a public toilet is the best solution is pathetic.

Face technology is collecting billions of shillings from the public so how can it be impossible for the company to hire a person to clean a toilet for its clients? This matter should not be taken lightly because it is a national embarrassment. People who cannot manage public offices have no business occupying them.
