THE head of the Kayunga LC5 investigation team, Michael Wanyama, on Thursday told the court that Mukasa Mayiira, the former district chief administrative officer (CAO), is a liar.

Wanyama was testifying against the LC5 chairman, Thomas Mulondo, and Muwanga Kisaalita, the finance secretary, who are accused of abuse of office and causing a financial loss of over sh4m to the district.

Mayiira, now the CAO for Kabale, told the court that the two trips to Kenya, over which Mulondo is accused of causing a loss of sh2m, were official.

But Wanyama said: “There were no documents to suggest that the trips were official.”

“As far as I am concerned, Mayiira is a liar,” he told the chief magistrate’s court in Mukono.

Prosecution alleged that between July 2006 and February 2007, Mulondo unlawfully authorised Godfrey Mpiima, who had failed the interviews for drivers, to use the district bus.

But Mulondo’s lawyer, Dusman Kabega, told the court that the allegations were misplaced because the letter terminating Mpiima’s services was signed by Mayiira not Mulondo.

Mulondo is also accused of not nominating his deputy.

However, Kabega presented minutes of a council meeting indicating that Mulondo nominated Samuel Musoke for vetting, as the vice chairman.

Wanyama sent a packed court into long spells of laughter when he replied: “This is news to me, I have never seen this document,” prompting Kabega to label him a poor investigator.

The presiding magistrate is Margaret Mafabi.
