MPs yesterday questioned six chief administrative officers (CAOs) over sh1.1b the finance ministry remitted to their districts in 2004 for teachers’ salary arrears.

It was only the Kalangala CAO, Olive Nakyanzi, who accounted for sh13m.
The MPs on the public accounts committee ordered the Adjumani chief, Martine Unzia, to show how she spent sh75.8m. The others were Stanley Adrabo of Apac (350m), Arua’s Vitalis Aswan (sh89m), Walter Iriama of Hoima (sh165m) and Kampala’s Ruth Kijjambu (sh330m).

The chiefs failed to produce payment vouchers, bank statements, salary schedules and cash books. They said they received the invitations to face the committee late on Sunday and could not assemble the required documents.

They were ordered to return on Friday.
The chiefs and a team from the finance ministry were answering queries in the Auditor General’s report of the 2003/2004 financial year.
