Kyambogo dons may be forced to retire

UNQUALIFIED Kyambogo lecturers and those who have reached retirement age might lose their jobs at the end of the on-going validation exercise.

“The academic staff who do not meet the requirements, should retire,” Jimmy Lwamafa, the public service permanent secretary, said in a May 2 letter to the public service commission.

“But considering that a semester could still be running and the particular staff are needed, they should be given contract appointments based on the university terms,” he explained.

Lwamafa said this was being done to re-organise the university.

The non-teaching staff that attained the mandatory retirement age of 60 years will also be retired.

According to Kyambogo Council’s 2004 recommendations, a lecturer should have a doctorate and at least two-year’s teaching experience.

The ad-hoc committee set up in February to advise the council on the lecturers’ grievances recommended that the staff be re-interviewed. This process started last month.

The committee was instituted after the lecturers’ sit-down strike, followed by students’ riots, resulting in the impromptu closure of the university. Lecturers were grumbling over reduction in salaries and their arrears.

According to the committee’s report, seven lecturers who had reached retirement age were still on the university payroll.

In another letter, Lwamafa said non-teaching staff, who were employed before the merger but lacked the required qualifications, be retained or redeployed. This is on condition that there are posts. If there are no posts, the affected staff should retire.

Three institutions merged in 2003 to form Kyambogo University. These were the former Institute of Teacher Education Kyambogo, Uganda Polytechnic Kyambogo and the Uganda National Institute of Special Education.

Re-appointment letters for the successful staff will be issued from May 15 to 23. The candidates have to accept the appointment offer in writing before resuming duties.
