Otto retracts bribery claims against Nsubuga

Aruu county MP Odonga Otto has retracted his earlier accusations against Buvuma MP William Nsubuga that he was bribed to support the Commonwealth summit supplementary budget.

Aruu county MP Odonga Otto has retracted his earlier accusations against Buvuma MP William Nsubuga that he was bribed to support the Commonwealth summit supplementary budget.

Otto had told the parliamentary discipline committee chaired by Asuman Kiyingi (NRM) that Nsubuga received sh500,000.

He added that Nsubuga fought Butambala MP Ibrahim Kadunabbi Lubega in the parliamentary elevator after realising that he had received sh170m to distribute to the other MPs.

However, yesterday, Otto (FDC) said he had evidence that Nsubuga never received the bribe.

He said Nsubuga instead complained to the public accounts committee sub-committee chairman, Regan Okumu, that some MPs had received a bribe from the foreign affairs ministry to support the sh153b budget.

“I have established that Nsubuga did not receive any money, he was just a complainant. I wish to declare that he has joined me as a witness,” Otto said.

Otto told the committee that Lubega (NRM), William Okecho (independent), Florence Hashaka (NRM), Rose Akol (NRM) and George William Wopuwa (NRM) were bribed by the ministry. He added that other MPs and technocrats were also bribed.

“I have learnt that CHOGM bribes were amounting to sh3b. MPs got sh150m but there are other people, including ministers, who were also involved.”

Recently, opposition Chief Whip Kassiano Wadri told the committee that he saw Kadunabbi withdrawing a large amount of money from the Stanbic Bank branch opposite Parliament.

But Lubega said he withdrew the money from the Muslim Trust account to fund activities of the Parliamentary Muslim Caucus.
