Makerere University has never suspended Dr. Nuwagaba

The fact is the Director of Human Resources wrote to Nuwagaba summoning him to appear before the University Appointments Board on Monday on charges of insubordination and neglect of duty.

The summons came after the Appointments Board meeting held on May 12 to review applications for appointments and promotions had noted outstanding charges against Nuwagaba.

The current disciplinary proceedings against him therefore have nothing to do with his work as chairman of the Makerere University Academic Staff Association (MUASA) but are independent cases that have to be dealt with, the timing alluded to in your editorial notwithstanding. Nuwagaba’s case originates from an application for promotion to the position of Associate Professor which was filed in 2004.

The Appointments Committee of the Faculty of Social sciences at the time expressed concern that Nuwagaba had neglected his responsibilities in his department as a senior lecturer and that the documents attached to support his application did not meet the university’s requirements.

Following these developments, Nuwagaba confronted the vice-chancellor in his office and insulted him and accused him of having blocked his promotion. He then refused on three occasions to appear before the University’s Management Committee after the vice chancellor had reported the case. He then made unbecoming utterances to the Appointments Board when he appeared before it on November 12.

Nuwagaba does not deny any of those charges and all of them are on record. The other matters of governance at the university raised by MUASA are being dealt with by the University Council on their own merit and should not be mixed up with issues of Nuwagaba in his individual capacity.
