DP gives ministers ultimatum

THE Democratic Party (DP) wants to know why the justice minister has not acted as the Police “defiantly” block opposition rallies in disregard of the Constitutional Court ruling.

The party has also given the internal affairs minister one week to explain “the ransacking and continued siege of our headquarters.”

MPs Lulume Bayiga and Erias Lukwago made the demands yesterday at the Christ the King Church hall in Kampala.

“Can the justice minister explain what was achieved after the court pronounced itself on Section 32 of the Police Act?” Bayiga said.

“We shall continue to do the justifiable thing as they continue to be reactionary,” he added.

Lukwago described Police’s actions as “inhuman and degrading.”

The court last month nullified the section that gave the Police powers to permit rallies.

However, justice minister Dr. Khiddu Makubuya declined to respond to DP’s demand, arguing that he was not party to the press conference.

“If Lukwago wants an interpretation of the ruling, he knows what to do. I can’t answer him in the press because he is an equivalent of an Attorney General (in the shadow cabinet).”

Internal affairs minister Ruhakana Rugunda could not be reached for a comment, but his deputy, Matia Kasaija, quipped: “The Police don’t fear any court action.

“If DP wants to sue, they are free. We shall not explain anything.”

Meanwhile, the Uganda People’s Congress president, Miria Obote, yesterday condemned the Police for blocking the DP rally and raiding its party headquarters.
