In a June 30 letter, Justice Faith Mwondha accused Obore of conflict of interest and abuse of office.
She noted that Obore hired his residential house to the town council, an act that violated the Public Procurement and Disposal of Public Assets Act and Regulations and the Leadership Code Act.
The Act states that a leader shall not put himself in a position which cam make his personal interest conflict with his duties.
“In accordance with the Leadership Code Act 2002, Obore is barred from holding any public office, whether elective or appointive,†the letter said.
The letter added that the council gave Obore money to complete the construction of the premise as it occupied it.
“Earlier, the council attempted to negotiate with another landlord, Peter Obwana, in connection with the town council offices. But Obwana’s premises were rejected on account of being unfinished. It instead the council rented Obore’s premises, which were also uncompleted and advanced him sh12m,†the IGG said.
The IGG also ordered for the prosecution of the town clerk, Philip Gonzaga Opolot, for flouting the financial rules that caused the council a sh7m loss.
The money was lost when the council paid Omoding, Ojakol, Okalany & Co Advocates to represent it in court.
“The town clerk sanctioned the payment to Obore without a demand note from the said law firm,†Justice Mwondha noted.
