THREE Special Police Constables (SPCs) were yesterday charged with manslaughter of Willy Byamukama, 12, a pupil of Childcare Primary School in Kawempe division, Kampala.

THREE Special Police Constables (SPCs) were yesterday charged with manslaughter of Willy Byamukama, 12, a pupil of Childcare Primary School in Kawempe division, Kampala.

Edward Anyoli reports that Brian Balikuddembe, Emmanuel Muduli, and Isaac Butamanya denied the charges before Buganda Road Court Chief Magistrate Margaret Tibulya.
The constables were also charged with unlawfully wounding Farouk Kalule, a vendor at Kalerwe Market, also in Kampala.

Prosecution said Byamukama was killed by stray bullets fired by the constables during a riot at Kalerwe Market.
The officers were on an operation to arrest marijuana smokers when the incident turned rowdy.

Prosecutor Bernadette Nalule said investigations were complete, adding that the trial could start.

Tibulya granted the constables bail of sh50,000 each after they presented substantial sureties, adding that a date for hearing the case would be fixed on July 31.

Meanwhile, two people were yesterday charged with the murder of a 68-year-old resident of Bwaise, a Kampala suburb.

Edward Kamya, a builder and William Isiko, a taxi conductor, were remanded to Luzira Prison over the death of Enock Mwanga.

The duo allegedly beat up Mwanga to death over trespassing on their land.
Buganda Court Road Magistrate Susan Kanyange did not allow them to plead to the charge since it is a capital offence.


She said they could apply for bail in the High Court, before remanding them till July 28.
