THE Uganda National Roads Authority has designated nine junctions and roads as the only accesses to the Northern Bypass.
The agency said granting the public permission to access the bypass from any location would create congestion and safety hazards.
“Anybody who goes ahead to create his or her own direct access to the bypass without authorisation shall be prosecuted,†said the agency’s notice to the public.
The designated junctions and roads are Mityana, Setema, Hoima and Gayaza road roundabouts and Bombo road interchange. Others are Kyebando-Bukoto, Ntinda-Kisaasi and Naalya roundabouts and Jinja Road interchange.
Executive director Eng. Peter Ssebanakitta said the directive followed discussions and site visits by the technical staff, which noted that any direct access to the bypass was bound to create bottlenecks to traffic flow and undermine the safety of the road users.
Ssebanakitta said several organisations and individuals had requested for direct access to the bypass for entry or exit to their premises.
He, however, called for patience as the contractor was in the process of constructing all outstanding alternative routes.
“We are aware that there are some existing accesses that were cut off and the alternative routes to the premises not yet fully constructed, we urge patience on part of all concerned,†read the notice.
One of the prime objectives of constructing the bypass was to decongest Kampala city by diverting transit traffic out of the city centre.
However, the construction of the 21km bypass, which started in 2004, is behind schedule.
Works minister John Nasasira recently threatened to penalise Salini, the contractor, for delaying completion of the work.
But Salini complained that there was a revision of the project design and also blamed the delay on the rains.
