Mbale Taxi Park contract cancelled

THE Public Procurement and Disposal of Public Assets Authority (PPDA) has cancelled the management contract of Mbale Main Taxi Park.

In a report signed by the executive director, Edgar Agaba, the authority directed town clerk Daniel Kaweesi to call for fresh tenders after their investigations showed that the municipal council contracts committee had wrongfully disqualified Eastern Transporters Agency.

The report added that the decision to award the tender to another agency contravened the PPDA Act.

It said the contracts committee usurped the powers of the evaluation committee and did not give Eastern Transporters an opportunity to defend themselves against allegations of bribery and influence-peddling.

“The Mbale municipal contracts committee should have given M/S Eastern Transporters Agency the right to be heard.

“There was no evidence that the contracts committee had done so.”

By taking over the role of the evaluation committee, the report noted, the contracts committee breached the principle of independence of functions under, Section 38 of the PPDA Act.

Following the report, the municipal council took over the management of the taxi parks from SS Invent and Workshop that has been running the park on a temporary basis since July 2004.

Last month, the Inspector General of Government, Justice Faith Mwondha, advised the authority to block a move by the town clerk, who had been directed by local government minister Kahinda Otafiire to get a company of his (town clerk’s) choice to manage the taxi parks.
