MAKERERE University officials should design ways of guarding against terrorist attacks.

Police chief Maj. Gen. Kale Kayihura on Sunday told journalists at the campus that the institution was a clear target for terrorists and arsonists due to its huge population.

He decried lack of fire extinguishers in the halls, saying it exposed students to death in case fire broke out.

The administrators, Kayihura suggested, needed to put in place tighter crime prevention measures like installing Closed Circuit Television (CCTV) cameras for surveillance.

He added that they should also follow the guidelines on preventing crime in schools that the Police issued last month.

“Security must be boosted at the campus and in students’ halls of residence,” Kayihura said shortly after addressing a seminar of the Uganda National Guild Presidents’ Council.

“For Makerere not to have security cameras is contrary to our guidelines. Soon I will tour the university and force them (officials) to buy CCTV cameras,” he said

Makerere, Kayihura noted, needed about six cameras which could cost about sh6m.

“If they cannot invest in security, where do they put all the money collected from private students?” he asked.

The Police chief also condemned corruption in universities, saying it had led to a decline in the quality of education.
