IGG wants KCC official reinstated

THE Inspector General of Government (IGG) has ordered the acting town clerk, Ruth Kijjambu, to reinstate her principal assistant, William Tumwine.

THE Inspector General of Government (IGG) has ordered the acting town clerk, Ruth Kijjambu, to reinstate her principal assistant, William Tumwine.

Tumwine was on July 23 suspended for allegedly sanctioning payments worth sh71m to a ghost firm, Psalms 24:1 Investment for works on Kinkunku Drain in Makindye Division.

However, Tumwine communicated to the bank to stop the payment, 12 days after he had sanctioned it.

According to a July 31 letter signed by the deputy IGG, Raphael Baku Obudra, Tumwine was a whistleblower.

“Tumwine’s interdiction is unjustifiable and likely to lead to frustration of the corruption investigations in Makindye Division,” the letter stated.

“You are hereby ordered to immediately lift the interdiction of Tumwine so that he remains in office to help in the investigations of corruption in the division where he has been the whistleblower,” the letter added.

The letter was copied to the permanent secretary of the Ministry of Local Government, Vincent Ssekono and Kampala mayor Nasser Sebaggala.

Sebaggala opposed the order, saying the IGG did not have grounds to order Kijjambu to lift Tumiine’s interdiction.

“The IGG’s office should know its boundaries. She or he only advises but not give us directives.”

He urged the IGG to raise the concern with the Ministry of Local Government or seek legal redress.

Kijjambu could not be reached for comment.

Tumwine was interdicted with six other KCC officials who were accused of causing a financial loss totalling to sh188m between 2007 and 2008. They include assistant town clerks Godfrey Kisekka, Stephen Higobero and Grace Tabuzibwa.

Others are engineers, Emmanuel Bakkabulindi, Richard Ssemakula and an accountant, Henry Migadde.

Makindye Division vice-chairperson Siraje Lubwama was remanded in Luzira Prison over charges of causing a sh71m financial meant for the Kinkunku Drain project.
