Amuria district chairman Julius Ochen says the district cannot afford to pay Elobu damages in case the court rules in his favour.
When the local council meeting to oust Elobu convened, there were 18 councillors, but seven of them walked out of the meeting, protesting the way in which the proceedings were held.
