- I would like to thank the Government for making Busiita a model parish. For a long time, Busiita has been known for its cleanliness. In 1974, the parish represented the then Bugisu district in the national health and environmental competition and won. Currently, the parish is made up of eight villages, but it is well-demarcated with signs showing its boundaries. Please, keep up the standars.

Divisions should be autonomous
- Appearing before the committee investigating conflicts in Kampala recently, city mayor Hajji Nasser Ssebagala said the powers of the city divisions should be reduced if wrangles are to stop However, I think the Mayor is wrong. If the divisions are made more autonomous, we may have less wrangles. One of the causes of the wrangles is that the divisions get their funding through KCC. On many occasions, this money is delivered late or not at all. If the divisions received funds directly from the central government, conflicts would not arise. Divisions should also be given powers to contract out their projects. Currently, they are supposed to pass their tenders through the District Contracts Committee, which makes supervision difficult.

Make Obongi, Buhweju districts
- On his visit to West Nile two weeks ago, the local government minister, Maj. Gen. Kahinda Otafiire, said he would grant Obongi a district status. Although I do not support the creation of new districts, I think Obongi in West-Nile and Buhweju in Bushenyi, should be given special consideration since they are isolated from their mother districts.
