THE National Social Security Fund (NSSF) has invited bids for the provision of management services for the low-cost housing project on the controversial Temangalo land in Wakiso district.
According to the invitation notice by the Fund’s managing director, David Jamwa, bids must be accompanied by a security of sh40m and a non-refundable application fee of sh100,000.
Jamwa said the bidding will be conducted in accordance with procedures contained in the Procurement and Disposal of Public Assets Act 2003.
In March this year, NSSF purchased land in Temangalo at sh11b from businessman Amos Nzeyi and Arma Limited, a company linked to security minister Amama Mbabazi.
A committee of Parliament has been investigating the land deal and is due to issue a report.
Appearing before the probe committee early this month, Jamwa said the 5,000 residential-unit project that would begin next year is estimated to cost $86m.
“House sales will commence in 2010 and it is expected that all units will be sold in six years. The four types of units will be sold for sh25m, sh40m, sh60m and sh75m.â€
He added that the project is expected to create 15,000 jobs and that NSSF members would be given priority to purchase the houses. Jamwa added that 50% of the houses would be retained for active members of NSSF, 30% would be sold to the public, 15% to Ugandans living in the Diaspora and 5% to foreign individuals and entities.
“The Fund is also considering giving subsidised lines of credit for cheap mortgages to the members who qualify to buy the houses and meet the criteria that will be determined by partner banks.â€
