LAST week, the Uganda Local Governments Association (ULGA) opened their complex at Najjanankumbi. This was another achievement for the association, which since its inception, has championed good governance in local administration.
LAST week, the Uganda Local Governments Association (ULGA) opened their complex at Najjanankumbi. This was another achievement for the association, which since its inception, has championed good governance in local administration. It engages the Government in discussions on how best to implement the decentralisation programme. By acquiring a home, ULGA has matured. Their next step should be fighting colleagues who engage in corruption.

New city will change everything
I AM a student of urban planning and development. I am studying my course in a foreign country, which has exposed me to how planned cities look like. In August when I came to Kampala for holiday, I did a study tour of Kampala and I realised nothing can redeem its lost status, or if anything is to be done successfully, it will cost trillions of dollars. Instead of wasting resources, the Government should construct another city say in Nakasongola or Lwera in Masaka or any other place. The Government can then inspire people to accept the new city by taking their offices there.

Is Kira Town Council hopeless?
LAST week, Kiira Town Council chairman Mamerito Mugerwa promised to check the perimeter wall fence being constructed in a road reserve along New City Road in Namugongo. However, construction has continued and the developer has enclosed and an electricity pole and a water pipe inside the fence. It is unfortunate this development, which is 100 metres away from the road, cannot be checked while a year ago, a fence 300 metres away along the same road was pulled down by the town council for being on a road reserve. Why apply the law discriminately?
