UPC delegates won’t elect leaders

THE Uganda People’s Congress (UPC) emergency delegates’ conference is not meant to elect new leaders, the party president, Miria Kalule Obote, has said.

“The conference is aimed at making amendments in the party’s constitution,” she said speaking at the party’s weekly briefing at the Uganda House in Kampala yesterday.

Miria said the conference, which is to be held from November 21 to 22, would be attended by the delegates who were elected in 2005.

“Among the issues to discuss is the change in the party’s flag. We intend to include an open hand in the middle of the flag to show the party’s transparency and justice,” she said.

She also said special groups like the youth, women and people with disabilities needed to be catered for.

“We want to see all these groups represented from the national to the village level. There is need to engage people at all levels if the party is to strengthen and achieve its political motives,” Miria said.

She said members who left the party were not eligible to take part in the conference, adding that the issue of vacant posts would be handled at a later date.

Miria said over 700 delegates would attend. She said two delegates will come from each district and one national council member will come from each constituency.

She also said one elected delegate to the delegates’ conference will come from each constituency and 10 members of the UPC parliamentary group will also attend.

Miria said the conference would start at 2:00pm with the opening ceremony, which will be followed by the agenda.

All delegates, she said, had been notified in writing and through the media, adding that the party had also invited diplomats, leaders of other political parties and supportive non-governmental organisations.

She explained that it was necessary to invite other party leaders since UPC was a strong member of the inter-party cooperation.
