THE Attorney General (AG) has said the involvement of Kampala associated Advocates (KAA) in the Nsimbe Estates Housing project was wrong.
Khiddu Makubuya said this in his legal opinion to the president about the botched $225m joint venture between the National Social Security Fund (NSSF) and Premier Developments Ltd, owned by James Isabirye of Mugoya Construction Ltd.
He concurred with the Inspector General of government (IGG) that it was inappropriate as it was certain to raise conflict of interest.
KAA were Mugoya’s attorneys and one of its partners, Elly Karuhanga, later became a board member in Nsimbe Holdings.
Makubuya has since cleared the Nsimbe Estates Housing Project. He advised the president not to direct the NSSF board to dissolve Premier Developments.
He said it will be contrary to the public interest to dissolve the joint venture with Mugoya Construction.
“The dissolution is likely to attract legal liability against the government of Uganda. Any short comings may be rectified.â€
