Mulira wants ICT benefits spread out

A THIRD third of the world’s population have not realised the benefits of using information and communications technology as a tool for development, the ICT minister, Dr. Ham Mulira, has observed.

A THIRD third of the world’s population have not realised the benefits of using information and communications technology as a tool for development, the ICT minister, Dr. Ham Mulira, has observed.
“As governments, the private sector and international organisations, we have a role to play to transform this digital divide into digital opportunities for national development and enhancement of regional integration,†he said.
Mulira said this at a ministerial conference on the theme: “Approaches to national ICT policy, laws and institutions in an era of technology convergence and regional integration,†at the Imperial Resort Beach Hotel in Entebbe.
Ministers from Botswana, Ethiopia, Kenya, Madagascar, Namibia, Rwanda, Seychelles, Sudan and Tanzania attended.
Members of The Research ICT Africa, a network of African researchers who have compiled a report from 10 countries on the theme, “Towards an African e-Index: ICT access and usage, 2005,†also attended.
He said: “Few would disagree that technology underpins the unprecedented levels of prosperity enjoyed by the developed countries.â€
“ICTs have been key enablers of globalisation, facilitating flow of information,†Mulira added.
