Amend law on defilement

SIR — Abdul Kyeyune, a teacher of Bright Academy Primary School in Lukaya-Masaka was reportedly charged with defiling a 16-year-old girl who was his pupil.

SIR — Abdul Kyeyune, a teacher of Bright Academy Primary School in Lukaya-Masaka was reportedly charged with defiling a 16-year-old girl who was his pupil.

Kyeyune’s case is one of the few reported in Uganda. statistics with the Uganda police indicate that a defilement case is reported every 36 hours! this calls for serious amendment of Uganda’s law on defilement.

The situation is very complicated by HIV/AIDS which has created over 110,000 orphans in the country. We do not know Kyeyune’s sero-status but given his position as a teacher, he should not be given a light punishment. Schools which are supposed to offer protection to children have turned into venues for sexual exploitation of children!

Intimidated by their teachers, children are prone to accept offers of money or good grades in return for sex! If strong laws are not put in place, HIV/AIDS will not be overcome and the Millennium Development Goals will remain a pipe dream!
