THE majority of civil servants and government suppliers will be able to enjoy their Easter weekend after being paid their end of March salaries.
G.O.L Bwoch, the accountant general in the finance ministry, said in an interview on Thursday that Bank of Uganda (BOU) delivered about 10,000 cheque books this week, facilitating payments.
“Most people have been paid. The few who have not got their money will get it on Tuesday,†he said.
“The problem was is not with the Treasury but the shortage of cheques from BOU. But BOU delivered 10,000 cheque books this week and most suppliers have also been paid.â€
He said the electronic payment method, the Real Time Gross Settlement (RTGS) system, was used to effect payment.
“I wrote to all accounting officers this month regarding the shortage of cheque leaves and instructing them on the procedures that should be used. Most of the payments have ben effected through the RTGS system,†he said.
With the system, a single cheque is prepared in the names of the central bank with a schedule detailing the list of people to be paid. The cheque is sent to the central bank, which verifies the signatures and issues the payments via RTGS to the commercial banks. The banks then instantaneously credit individual accounts.
Juma Walusimbi, the BOU communications director, said the bank had provided sufficient cheque books to meet the request from the finance ministry.
“Sufficient cheque books were supplied to meet the ministry’s request. arrang-ements were also made for the ministry to issue single cheques for the BOU to pay by RTGS system.â€
He said BOU was moving towards publicising usage of electronic fund transfer payment methods because they are fast and efficient.
“We encourage the use of RTGS instead of signing several cheques.â€
