THE tender to supply over 200 vehicles for the Commonwealth summit has not been concluded, the works ministry’s spokesperson has said.

Susan Kantono said this following media reports that the tender had been allocated. “The evaluation committee has been doing its work this week. However, I have been down all week so I cannot say if anything else has happened,” Kantono said.

This is not the first time the conclusion of deal has been announced by the press, only for the responsible people to deny it.

At the beginning of the year, several newspapers published ‘scoops’ about how the deal had been contracted out.

‘Unsuccessful bidders’ complained. The deal is worth about over sh60b, sources said. It involves leasing and direct purchase of the luxury vehicles. With time, it has narrowed down to competition between Motorcare and Spear Motors.

The deal has also led to wrangles between the ministry and the public procurement authority regarding the method of procurement.

The ministry said it wanted to reduce the time taken to procure the vehicles by reducing the normal steps for procurement in order to have the vehicles delivered on time.

The procurement authority said the vehicles could be got in time if the ministry conducted restricted bidding by contacting at least five potential bidders early this year.

Sources said time seems to be running out.
