House welcomes new Oyam MP

THE National Resistance Movement (NRM) has welcomed to Parliament the new Oyam South MP, Issa Otto, elected on the Uganda People’s Congress (UPC) party ticket.

THE National Resistance Movement (NRM) has welcomed to Parliament the new Oyam South MP, Issa Otto, elected on the Uganda People’s Congress (UPC) party ticket.

Otto, sworn in yesterday, replaces Dr. Yefusa Okullo-Epak, who died of lung cancer in April. Epak was elected as an independent.

“We have another Otto in the House,” said deputy premier, Henry Kajura, who welcomed the new legislator on behalf of the NRM. His namesake is Aruu MP Odonga Otto.

Otto defeated three opponents including NRM’s Patrick Adar and independents Ruth Adupa and Nelson Adea.
NRM’s Beatrice Lagada said Otto’s victory was no surprise since Lango was a UPC stronghold.

She urged the Lango legislators to work as a team and help the displaced people living in camps in their region.
Supporters who jammed the gallery ululated as Otto, dressed in party colours of red and black, took oath.

Present was UPC leader Miria Obote, the national chairman, Badru Wegulo, former MP Patrick Mwondha and other party leaders, all in red and black.

Otto received a copy of the Constitution and the Parliament Rules of Procedure from the Speaker, Edward Ssekandi.

“I am glad that the constituency has a representative,” Ssekandi said, describing Otto’s predecessor as hardworking and an industrious nationalist. He challenged Otto to serve the country like Epak did.

The Leader of Opposition, Prof. Ogenga Latigo, noted that Epak closely associated with the Forum for Democratic Change party.
He assured Otto of the opposition’s support.

UPC recently criticised Latigo for supporting Adea, an independent.
