Buyaga MP Barnabas Tinkasiimire was yesterday charged with embezzlement, false accountability and causing financial loss while serving as Tororo assistant chief administrative officer between 2004 and 2006.

Tinkasiimire, 37, was accused of embezzling sh2.5m and failing to account for sh6.5m that was allegedly advanced to him by the district to organise a training workshop for teachers.

“By virtue of your office as ACAO, the district advanced you sh6.5m to organise a training workshop for teachers. You never utilised that money but filed false accountability,” Tororo chief magistrate, Praff Rutakirwa, said.

The MP is being prosecuted by the Inspector General of Government.

Tinkasimire, a member of the NRM, is jointly accused with Tororo health officer Dr. David Okumu and former medical superintendent of Busolwe hospital, Dr. Peter Budiope.

Okumu allegedly embezzled sh5m meant for a workshop for peer educators on HIV/AIDS between September 2004 and January 2005, while Budiope reportedly embezzled sh6.5m.

Budiope is also accused of falsifying accountability for sh12.9m to organise a workshop that never took place.

The trio denied the charges and was remanded at Morukatipe prison in Tororo until July 26 when the case comes up for mention.

The prosecution, represented by the principal inspectorate officer, Hudson Ahimbisibwe, told court that investigations into the cases against the doctors were complete but those regarding the MP were still going on but would be completed before the hearing.

Earlier, at Tororo Central Police station, tinkasiimire barked at police officers as they tried to obstruct journalists from taking photographs.

“Don’t scare journalists, I will not allow that. I’m not afraid of appearing in the papers. You are infringing on their rights,” he yelled.

Addressing the press after being charged, Tinkasiimire claimed he was being persecuted by some members of the NRM for being vocal on matters pertaining to sharing of the recently-discovered oil wealth in the region.
