The Police and other security agencies are carrying out operations in Kampala and its suburbs to arrest idlers and law-breakers.

Several local council officials have complained that many of their residents have been arrested in this operation. How can LCs ensure that innocent people are not arrested?

- Keep records of residents in a village register.

- Issue residents with village identity cards for easy identification by security forces. Some LCs charge between sh2,500 and 5,000 for the identify cards.

- Work hand-in-hand with security forces whenever there is an operation, so that you identify your people.

- Discuss the operations with the residents and security forces to see how they can be handled without antagonising the population.
