The Speaker of Parliament, Edward Ssekandi, has blamed Baganda for rejecting the regional tier arrangement proposed by the Central Government,
Ssekandi, also MP for Bukoto Central, and a Muganda, said the regional tier was a stepping-stone to a fully-fledged federal system of governance cherished by the Baganda.
He equated the tier to giving an inmate a pickaxe, water, a panga and an axe to assist him or her to escape.
“When the authority jails somebody, and at the same time provides the inmate with an axe, a panga and water, it is an indirect way of telling the inmate that dig a hole and escape,†Ssekandi said.
He was reacting to a petition by the Baganda Nkobazambogo, a youth group of Baganda activists agitating for a federal system of governance.
The group demanded that the Government draws a time framework in which to grant Buganda its demands.
Ssekandi told the Baganda youth to be grateful because the amended 1995 Constitution granted Buganda a legal status. “That is a stepping stone,†he said.
During the Constitutional Assembly (CA) in 1994, Besweri Mulondo, a Buganda prince and CA delegate, denounced federo, saying Buganda was not yet ready for it. That was the last blow then to the cherished federo system for most Baganda. However, today, Mengo government still has hopes of achieving federo.
