PROF. Mondo Kagonyera is leading the race for Makerere University chancellor, according to preliminary results. The 66-year-old scholar, who is also the National Social Security Fund deputy managing director, obtained the highest score of 85.6% during the recent interviews, sources said.

The interviews were carried out by a committee led by former commissioner for education, Stephen Maloba,
Kagonyera beat six other professors during the interviews. They included the Vice-President, Gilbert Bukenya, who scored 82.8%, sources revealed yesterday.

Bukenya had earlier been disqualified by the committee on grounds that his office was the same as that of the President and was, therefore, not eligible.

However, the committee accepted him back in the race after the Attorney General, Khiddu Makubuya, clarified that the President’s role as visitor of all public universities did not extend to his deputy.
Prof. Frederick Ssempebwa, former chairperson of the Constitutional Review Commission, came third with 79.5%, while Amanya Mushega, the former East African Community secretary general, obtained 79.1%, sources said.

Others interviewed were Prof. Tarsis Kabwegyere, the minister for disaster preparedness, Prof. Sam Turyamuhika and Prof. Victoria Mwaka, the only woman in the race.

The Chancellor should be a person of high integrity and standing, besides other qualifications. Twenty candidates had been nominated for Makerere’s top job, including Dr. John Ssentamu, the Archbishop of York in the UK.

If approved by the President, Kagonyera’s appointment ends a month-long search for a replacement for Prof. Apolo Nsibambi, whose term expires in October.

Nsibambi, who is also the Prime Minister, was installed as the first non-president chancellor of the university in November 2003. He opted not to have his contract renewed.

Kagonyera, a veterinary doctor, worked as head of department of clinical studies at Makerere University and later as dean of the Veterinary school before he went into politics.

The former Rubabo Member of Parliament served in various ministerial positions including that of Minister (general duties) Office of the Prime Minister.
