Now, instead of answering why he did not refund the money, he is telling us stories about why he did not travel to Malaysia.

How could he have missed the Namboole conference! That was obviously more important than the Sixth Conference of Ministers of Information in Non-aligned countries! He was also assigned state duties by President Museveni, he says. What a pity Museveni did not know Buturo was supposed to fly to Kuala Lumpur! But excuse me, why didn’t somebody else travel in his place?

The most interesting explanation is that the good minister intends to account for what he has already spent when he takes another trip! Is he sure of another trip or must it be created for the purpose of accounting for the malaysia money?

Do we account for funds we have not yet got or for what we have already spent? Buturo, you are a man of integrity, tell us exactly what happened to the money! By the way, how did you fare in the New Vision readers’ rating of ministers?
