THE commission of inquiry into Bunyoro issues on Monday heard that the LC1 offices were responsible for the land conflicts in the region.

The Principal State Attorney, Robinah Rwakoojo, told the commission that some offices were selling land illegally to innocent people.

“Many of these pieces of land are owned by absentee landlords, who rarely come to check what is happening on the ground. They think everything is alright because they have their land titles. But on the ground, the LC1s want to make quick money from ignorant people,” she said.

Rwakoojo was testifying before the probe chaired by Ruth Mukama at the Ministry of Works Training Institute, Kyambogo in Kampala.
She said LC1s were misusing their offices.

“If things were done systematically, there would be no problems with matters to do with land demarcation. But we have people who just won’t do things properly. Land issues only need surveyors and people who are knowledgeable,” she said.

Rwakoojo said there was need to facilitate the land tribunals in terms of human resources and funding to ensure that there is transparency in land ownership and distribution.

Mukama had asked her to recommend a possible solution to the wrangles in Bunyoro.

President Yoweri Museveni instituted the commission in September 2005 to look into the alleged land and intertribal issues in Bunyoro.

The region consists of Hoima, Masindi and Kibaale districts.
