PRESIDENT Yoweri Museveni has directed that the new Bukedea district becomes operational from July this year. Bukedea, curved out of Kumi district, is one of the new districts approved by parliament last year.

Museveni, who has been campaigning in the east (above), also directed that families of the 69 victims burnt dead in a train wagon in Mukura, Kumi in May 1989, be paid the remaining sh750,000 each out of the sh1.5m compensation from the Government.

In a two-hour meeting with political leaders from Teso region at Soroti State Lodge on Wednesday, Museveni said orphans of the wagon victims get free secondary education in Mukura memorial school.

State minister for disaster preparedness Christine Aporu, on behalf of the leaders, read a memorandum in which they raised the issues affecting the region.

Aporu said Museveni asked the defence ministry permanent secretary, Brig. Noble Mayombo, who was present, to pay compensation to families of 123 Arrow Group militias who died in combat. Each family is to receive sh360,000.

Aporu said resettlement of displaced persons in the region would also start and each family would be given 30 iron sheets, an ox-plough, a set of bulls per two families and improved seeds.

She said Museveni gave 10 heifers to each district in Teso for women groups in fulfilment of a pledge made in 2001.

Museveni has also recalled army veterans on a special assignment of checking intimidation of his NRM supporters.

Museveni, who wound up his campaign in Teso region on Tuesday, said the veterans would be deployed on every village nationwide to record cases of political harassment and intimidation.

Speaking at Bukedea in Kumi district, Museveni said, “I will attach some veterans to LC1 chairmen for you to ring and report FDC people who intimidate you so that they (veterans) deal with them,” Museveni said.

Since he started his campaign in Teso, Museveni has accused mainly his FDC opponents of intimidating his supporters.

“You don’t stand in front of a mature bull. You might not like it (outcome),” Museveni said. On Monday, Museveni warned Kasilo MP Elijah Okupa against dissuading people from attending his rallies, saying, “a stupid bull licks the edge of an axe.”

While campaigning in Kaberamaido, Museveni directed his party officials and supporters to compile what he called electoral offences and lies peddled by the opposition against him, saying they would be pursued after polling day.

Museveni said the opposition was desperate and telling lies “because they have lost hope for victory.”

He accused opposition MPs of undermining UPE, which they claim is of low standard, alleging that the Government wants to grab Teso land and of being responsible for the despicable condition of the displaced people’s camps.

He said under the new elections law, if one told lies during campaigns, one’s election can be nullified and the culprit arrested, charged and jailed.

“If they were hopeful of victory they wouldn’t tell lies because it can rob them of victory,” he said.
