SIR – I protest the latest moves by Mengo that include accepting Miria Obote’s apology and passing a resolution rejecting the regional tier. It is meaningless for Milton Obote to adamantly refuse to apologise for the atrocities committed by himself, his party and his governments and after his death his wife apologises for him.

Can we forget the crude way Obote abolished kingdoms and federal states, only to turn himself into the king of UPC, succeeded by his widow as a regent Queen Mother preparing Jimmy Akena as successor?

What about the 500,000 people his army killed in Luwero Triangle? In his maiden speech, Buganda Kattikiro Dan Muliika said he alone would not decide for Buganda.

He was quoted as saying that any decision he makes will be subject to the Lukiiko’s approval. Whom did he consult when accepting Miria’s apology? Even Miria alone cannot apologise for UPC. It must be a UPC delegates conference.

On the regional tier, our officials at Mengo should be extra cautious when passing resolutions. Last year they passed two resolutions supporting the regional tier arrangement. Then on Monday they reversed what they had passed. Is that seriousness? There are some loopholes in the regional tier like districts to bypass a region and remain answerable to the centre.

Lastly, according to Article 245 of the Constitution, Buganda Lukiiko is traditional and cultural and not politically partisan. The Buganda representatives at the centre and in districts directly elected by the people are the legitimate spokespersons of the people and they have endorsed the regional tier.
