THE Uganda Human Rights Commission (UHRC) has called for a genocide early warning system to prevent what happened in Rwanda in 1994.

Commissioner Joel Aliro Omara was speaking during the screening of a film entitled ‘Sometimes in April’ as part of the activities to commemorate the 12th anniversary of the Rwandese genocide.

The function took place at the Uganda National Theatre on Thursday. The audience sobbed as they watched the scene in the film where the Hutu soldiers invade a girls’ secondary school and massacre all the Tutsi students.

“What happened in Rwanda was proof that world leaders may not always have the political will to prevent it occurring elsewhere,” Omara said.

“As we remember this tragedy, we should send a strong voice to the world, through the UN, to institute a strong, independent Early Warning System, to detect potential genocides and advise for preventive measures,” he added.

He said, “The system must work on the understanding that rapid action, including the use of military force, be employed with full political support of world leaders.”
