MULAGO Hospital wards do not create a conducive environment for clinical care, executive director Dr. Edward Ddumba has confessed.

“There is no good presence of clinical care in many wards,” Ddumba, who announced ‘administrative changes for improved participation and efficiency’, told senior staff at the inaugural meeting of Mulago senior Management committee on Wednesday.

He decried the congestion at the hospital.
“Our core activity is tertiary care but we are congested with patients who do not require tertiary care,” he said.
Ddumba said they were not as responsible, responsive and as accountable for time and resources as they should be. “Being everywhere but nowhere has to stop,” he said.

“I do not want people to concentrate on positions but responsibility,” Ddumba warned, further noting that discipline among health workers was lacking.
He expressed concern that nurses were few on the ground, adding that under the ‘single spine system,’ nurses were not recognised as they used to be yet they do a lot of work and are the immediate professionals nearest the patients.

He said the biggest challenge was for Mulago to regain its past glory.
