SIR — While meeting members of the NRM taskforce committee from northern Uganda, President Museveni held the late Milton Obote responsible for frustrating the formation of the East African Federation in the 1960s.
However, a few months before he died, Obote denied ever sabotaging the creation of the federation, pointing out key factors that undermined it. (The Daily Monitor, April 10, 2005). He argued that as Prime Minister and leader of a political party in a coalition Government he could not make decisions without bringing different interests into agreement. For instance, Kabaka Yekka and Buganda were opposed to the federation and even within his own UPC some members were against it.
In Kenya too, there were some factors that held it back. There is nothing wrong with making wide consultations on such a sensitive issue as a political federation before taking a decision. Already the issue of the federation has generated a lot of debate in the region. Grace Okeng Brussels, Belgium
