Parliament passed a new law on Thursday that will protect Persons with Disabilities (PWDs) from discrimination and guarantee them right to employment and sex, reports Henry Mukasa.

The law was the initiative of Mwenge South MP, Dora Byamukama (left), who moved a private member’s motion and sponsored, tabled and introduced the Persons with Disabilities Bill, 2005.

Byamukama said the Bill was meant to give legal protection to PWDs in pursuance of constitutional provisions and insulate them from discrimination. PWDs make up about 10% of the population.

MPs praised Byamukama, saying they would reward her with a vote to represent Uganda in the East Africa Legislative Assembly.

Gertrude Kulany said everybody was a potential PWDs, while Tom Kayongo (Lubaga North) wondered whether albinos and persons who stammer were disabled. He also lamented that assistive devices for PWDs are expensive.

The law states that PWDs shall not be denied the right to experience their sexuality and other sexual intimate relationships, including the right to marry and start families.

The Bill bars employers from discriminating against PWDs and imposes on them a duty to ensure physical features of workplaces do not place PWDs at a disadvantage.
