This was an unusual gesture in today’s Uganda. Many officials receive allowances for attending seminars in normal working hours.
The Global Fund commission itself unearthed many instances of such over-payment to civil servants.
President Museveni is widely reported to be intending a clampdown on corruption in his next government and a clean-up of Cabinet.
Integrity is about more than not getting caught. It is also about being morally upright. Top officials and the new ministers in Cabinet should take note of Mutebile’s example.
