Speaker gets cabinet list

A LIST of names of the proposed new cabinet was yesterday afternoon delivered to the office of the Speaker of Parliament.

A LIST of names of the proposed new cabinet was yesterday afternoon delivered to the office of the Speaker of Parliament.

The 20-member appointments committee, chaired by the Speaker, Edward Ssekandi, is expected to sit this morning to start the vetting process.

Museveni’s communication was reportedly delivered to Ssekandi by his principal private secretary, Amelia Kyambadde.

The committee members include William Nokrach (PWD, northern), Teopista Sentongo (workers), Grace Oburu, James Baba, Peter Lokeris, David Wakikona, Loy Kiryapawo, Daudi Migereko, Geraldine Bitamazire (Mpigi), Emma Boona (Mbarara Municipality), Perez Ahabwe, Matte Sibalinghana, Jane Okorimoe (Kotido) and Elly Tumwine (UPDF).

Others are Odonga Otto (Aruu), Nabila Naggayi, Peter Omolo, Okello Okello and Louis Opange.

The delivery of the list from State House sparked off a tense situation in the Parliament lobby, with many MPs, including members of the appointments committee, moving up and down.

Shortly after the delivery of the list at 2:10pm, several MPs, including the NRM party chief whip, John Nasasira (Kazo) and Odonga Otto (Aruu), who is also the FDC member of the appointments committee, rushed to the Speaker’s office for a series of meetings.

Nasasira later emerged but dashed straight to his car and sped off, to the chagrin of an army of journalists who wanted to interview him.

Cabinet was dissolved on May 12 to pave way for President Yoweri Museveni to form the first ever multiparty government in 20 years following the June 28, 2005 referendum where Ugandans voted to return to multipartism.

On the request of the President, Parliament passed a resolution last week allowing the number of cabinet ministers to be increased from 21 to 25.

The new ministers are for East African affairs, information and communication technology, lands, housing and urban development and the chief whip.

If any MP on the appointments committee is among the Cabinet nominees, he or she would have to lose membership and new members appointed by their various parties to fill the vacant post. Some former ministers are members of that committee.

The committee has 20 members, 14 of whom are from NRM, three from FDC, one from UPC and one independent member.

Meanwhile, the parliamentary committee on rules is meeting today to elect its chairperson. MPs who are likely to take over the chair include Ben Wacha and the former minister for justice and constitutional affairs, Khiddu Makubuya.
