SIR — By what I hear and read has President Museveni appointed the ministers on merit or merely as a way of rewarding regions?

My view is that ministers should be experts chosen to be people’s servants. It should not be important which part of Uganda they hail from or which region of the country voted how.
The wrangles and discussions going on in the country about the appointees unfortunately indicate that 44 years after independence from Britain there are ‘no Ugandans or an idea called Ugandan nationality. We seem to be a bunch of tribes grouped up in a territory called Uganda.
I recommend that the Ministry of Education considers introducing a subject called Patriotism and Nationalism. Willy Kisitu willykisitu@yahoo.com
