C’wealth chief meets Museveni

THE Secretary General of the Commonwealth, Don McKinnon, met President Yoweri Museveni at State House yesterday.

They discussed governance, northern Uganda and the progress on the Commonwealth Heads of Government meeting (CHOGM) in November 2007.

McKinnon said after the meeting, Museveni assured him that the Government would address the deficiencies in the electoral process.

“The President told me that he is aware that there are still deficiencies but that the Government will address them. It is the duty of the Commonwealth Secretariat to help governments on the path of democracy to achieve reasonable democracy,” he told a press conference at the Sheraton Kampala Hotel.

About the LRA, McKinnon said from what the President told him, there is considerable improvement in the security of the region.

“The President told me that there is much greater control by the Government in northern Uganda and there is a feeling that the kidnappings have diminished considerably,” McKinnon said.

He said the secretariat was working on a rehabilitation project for the former abductees.

McKinnon was accompanied by the director for communications and public affairs, Joel Kibazo and the special adviser on political affairs, Prof. Ade Adefuye.

Museveni told McKinnon that Kony was now out of Uganda and could not come back to destabilise the region, State House said in a statement.

“The Government has built a strong army and has the capacity to deal with any group that has intentions of creating insurgency. The IDPs are returning home and there is peace in the region,” the statement said.

Museveni warned if Kony crossed from Congo to Uganda, he would seek permission from UN to intervene.

McKinnon said he was happy with the progress Uganda has made in preparation for CHOGM.

“I have been told by the President and the ministers who are organising the meeting that everything will be in order before the meeting which is only 10 months away,” he said.

Museveni assured the delegation that strategies were underway to improve control of traffic in Kampala and also provide effective communication.

McKinnon said, “Over 2,000 guests will spend money in this country. I advise countries hosting CHOGM not to spend money on something they are not going to use after the meeting,” he said.
