EIGHT new districts are set to formally begin operating on Monday, with the government allocating them about sh13b for the 2006/07 financial year. This brings the total number of districts to 79.

Jack Byaruhanga, the Masindi District Principal Assistant Secretary, said some mother districts had received start-up funds for transfer to new districts.

Byaruhanga was last week giving guidelines during a meeting in which Masindi district chairperson Steven Birija handed over 21 civil servants seconded to Buliisa district. The function was at the new district headquarters.

Chris Kassami, the Secretary to the Treasury, said in a June 8 circular that the new districts should recruit staff in phases. He said salaries and wages should take priority to avoid supplementary budget requests.

“Given the resource constraints, local government structures will be filled in phases and all recruitment above the budgeted levels will be approved by the Ministry of Public Service and the finance ministry,” Kassami said.
