Organised crime may be a more fitting term than mafia since the real mafia have close blood and traditional ties. Even the expression â€˜organised crimeâ€™ may not quite highlight the situation since a lot of crime is organised anyway.
The tragedy that Kayihura has highlighted consists in the fact that the very people the state has trained to provide security of person and property are the ones that perpetrate and benefit from the criminal acts that the state wants to stamp out.

The truth is that the situation Kayihura has uncovered has been around for some time. Only now the operatives have perfected it into an art. He needs all the support he can get.
