A former intelligence chief in Idi Amini’s regime has lost a compensation claim of sh300m against a city lawyer, for a house he lost in Kampala.

Abdu Nassar, who recently told the Law Council disciplinary committee that he is a former director of the State Research Bureau, had also dragged Yesero Mugenyi to the committee seeking disciplinary measures against him.

He claimed that Mugenyi misrepresented him and bought the house. Nassar had requested the committee to order Mugenyi to return his house or compensate him with its value of sh300m.

The house that was described as “extravagant” is located at Plot 27, Kololo Hill Drive.

“When Idi Amini was toppled (in 1979), I went into exile in Kenya. While I was working there in 1981 my wife informed me on phone that some people had occupied my house illegally.

“I instructed her to look for a lawyer and she hired Yesero Mugenyi to evict them and give us vacant possession of it. But he instead bought it in a dubious way,” Nassar said.

However, the committee ruled that it was “satisfied that the lawyer did not act unprofessionally as the complainant’s house was auctioned as a result of a civil suit that was won by the Departed Asians Property Custodian Board because of Nassar’s indebtedness to it.”

“Therefore, he should pursue his rights through the ordinary courts of law,” the committee, chaired by Elijah Wante, ruled.
Mugenyi said UK-based Regina Kabatabazi, who had bought the house after it was auctioned, exchanged it for his house in London.
