NGOs operating in Gulu district under the District NGO Forum have said peace is paramount in northern Uganda than justice. They said justice could come in at a later stage.
The NGOs said emphasising justice would jeopardise the peace efforts in Juba in Southern Sudan.
Uganda’s delegation to the peace talks with the Lord’s Resistance Army rebels in Juba is led by internal affairs minister Dr. Ruhakana Rugunda.
The concern of the NGOs was raised by their representatives, who were meeting the executive director of the NGO Forum, Earnest Nyamagashira, at Boma Hotel in Gulu Municipality on Friday.
The manager of the NGO Management Unit, Keese Greonbijk, attended.
“It would be better to pursue dialogue first and see whether we can realise everlasting peace in northern Uganda and have justice thereafter. Justice can come later when peace is achieved,” emphasised a member of an NGO.
The Gulu district NGO Forum chief, Charles Olweny, said there were 72 NGOs registered with the forum.
He said the forum was undergoing a final registration round-up of the NGOs to have a final updated list for Gulu.
Olweny warned against briefcase NGOs “operating by remote control” while pretending to be useful to the vulnerable people in the north.
